Scam or fraud: Indian Railway Catering & Tourism Corporation [IRCTC] — Amount not refunded inspite of train being late by more than 3 hrs.

Complaint Details:
I had made a booking on train No. 19040 Avadh Express on 9th Dec 2016 from SURAT(ST) to BDTS bearing PNR No. 662079686 in class SL. Since, the train was late 14hrs 55min (ie by more than 3 hrs.), I had filed TDR online through IRCTC website and booked another ticket on train No. 19038 Avadh Express on 10th Dec 2016 from SURAT(ST) to BDTS bearing PNR No. 2706497585 in class 3A. This train was also late by 6hrs 7min (ie more than 3 hrs) and hence TDR was filed online for this ticket also. Eventually, I travelled from SURAT(ST) to BDTS on 10th Dec 2016 by train no. 19020 Dehradun BDTS exp by ticket bearing PNR No.2425763518 in class SL.

Passenger Details: PETER JACOB, M-35 and JACOB THOMAS, M-65

Both TDRs have been processed with result for PNR No. 662079686 being a refund of Rs.60/- against Rs. 295/- and that for PNR No. 2706497585 being CR Repudiate against a refund of Rs. 800/-. As per IRCTC refund rules full refund is permissible in case of train late by more than 3 hrs. But this has not been refunded to me. I request IRCTC to process the refund of the full journey amount as per extent railway rules.
